Reallocation is the core challenge

If AI turns tasks into modular components, then labor markets need modular pathways. Get this right and productivity doesn’t pool at the firms with the best prompt libraries; it circulates through the economy. Get it wrong and we entrench a two‑tier system: a small group fluent in orchestration layers and oversight, and a larger group waiting for a vacancy that never reappears because the task has been absorbed by a toolchain.

What “AI training” should actually mean now

Bailey’s emphasis risks being neutered if “training” defaults to slide decks and short courses about the promise of generative models. The labor signal he invoked demands something more operational. Workers need to learn decomposition: breaking a deliverable into tasks that can be delegated to models, specifying interfaces, and instrumenting for errors. They need audit literacy: how to test, trace, and escalate when a system is confidently wrong. And they need domain‑specific integrations, because the productivity edge lives not in generic prompting but in the seam between a model and the software stack where work actually happens. That is the curriculum of employability in an AI‑heavy firm.

The public sector can set tempo. Targeted micro‑credentials tied to measurable workplace tasks; apprenticeships where model oversight is a graded competency; procurement rules that favor vendors who include worker upskilling in deployment plans; and rapid evaluation cycles so training programs that don’t move wages or placement rates are replaced rather than defended.

The quiet shift in what central banking is signaling

Central banks have always managed expectations. Bailey’s intervention extends that playbook into AI. By acknowledging that AI‑exposed vacancies are falling while AI‑task content rises, he is effectively issuing forward guidance on work: the jobs discussion is moving from “how many” to “how configured,” and the policy variable is time—how quickly we can equip people to be productive inside the new configuration. Investors can keep repricing the old business models; workers and employers can start building the new ones.

That is why this was the most consequential labor story of the day. A governor didn’t forecast away disruption; he named the constraint that will decide whether disruption compacts or compounds the economy. If doors into AI‑exposed fields are narrowing, we can stand outside counting how many stay shut, or we can remake the doorway. Training, in this moment, is not a perk. It is the architecture of the labor market we want to live in.
